Special Statement: FCC Spectrum Auction

Now that the spectrum auction has concluded, it has been determined that WPSU will remain on the UHF band at its current channel 15 allocation (virtual channel 3). Our services of WPSU PBS HD (3.1); WPSU Create (3.2); WPSU World (3.3); and our newest addition WPSU Kids (3.4), will continue to provide the highest quality programming.

Unfortunately, while WPSU participated in the auction and was willing to vacate its UHF channel for a VHF channel, WPSU bandwidth and location was not needed in the auction. Some public television stations will be receiving significant funds from their participation in the spectrum auction and they will be increasing their commitment to public media service. These resources are welcome news for public broadcasting, but do not reduce the need for support from the Federal Government, the Commonwealth or from donors.

The needs of Pennsylvanians for trusted news for adults and research-based educational programs for children are significant. The good news is that on the horizon, a new broadcast standard, ATSC 3.0, is being developed that will give all broadcasters more bandwidth and new capabilities. Like the move to HD, this will be a longer process that holds new opportunities for the station in the future.

Closed Captioning Quality Certification

All programming provided by WPSU complies with the closed captioning requirements established by the Federal Communications Commission as embodied in 47 C.F.R. § 79.1, including regulations concerning closed captioning quality. Programming provided by PBS complies with these regulations by either: (i) satisfying the caption quality standards set forth in 47 C.F.R. § 79.1(j)(2); (ii) adopting and following the “Video Programmer Best Practices” set forth in 47 C.F.R. § 79.1(k)(1); or (iii) being subject to one or more of the captioning exemptions set forth in 47 C.F.R. § 79.1(d), including programming for which the audio is in a language other than English or Spanish and that is not scripted programming that can be captioned using the “electronic newsroom” technique; interstitial material, promotional announcements, and public service announcements that are 10 minutes or less in duration; and/or programming that consists primarily of nonvocal music.
